2024 Municipal Forecasting Data Survey
To support the next updates to the Regional Water Plans (scheduled to be completed in 2028), municipal water demand and wastewater forecasts are being prepared. GA EPD has gathered permit-related data on existing municipal water withdrawals and wastewater permits for 2024. The municipal water and wastewater demand forecasts that will inform the Regional Water Plans will project demands out for 40 years (through 2065). Projections for municipal forecasts are tied to County-level population projects prepared by the Governor’s Office of Planning & Budget (OPB). The Regional Water Plans are used to guide GA EPD’s permitting decisions and the Georgia Environmental Finance Authority’s grant and loan decisions for water-related projects.
To ensure accurate data is being used to inform the forecasts, GA EPD is soliciting information from municipal withdrawal and wastewater permit holders (both direct discharge and LAS permits). The types of information being solicited includes:
- Updates to per-capita use values
- Updates to purchase-sale data (to account for water used in other locations)
- Identifying larger industrial customers
- Future expansion plans to serve self-supplied (private wells, septic) areas
- Any future projects/ additional information relevant to forecasting
GA EPD requests that permit holders view the preliminary data and complete the corresponding survey. The data is sorted by planning region and is searchable. There are separate spreadsheets for water withdrawals and wastewater permits, as well as separate surveys for water use and wastewater.
Municipal systems within the Metro Water District do not need to respond to these surveys; their future demands are being considered during the Metro Water District's planning process.

For any permit holders that would like to provide supplemental withdrawal and/or wastewater data, please submit any relevant files via email to [email protected] by September 30, 2026. Please include the words “RWP Municipal Forecasting—2028 Plan Update” in the subject line of the email. Please indicate in the email if the submitted file is large (greater than 20 MB).
