Governor Sonny Perdue signed Georgia’s first Comprehensive State-wide Water Management Plan on February 6, 2008. It was developed over a three-year period with input from local governments, business owners, the agricultural community as well as the general public.

Water Planning Vision
The vision statement that guided the development of the Water Plan and continues to inform the Plan’s implementation is:
Georgia manages water resources in a sustainable manner to support the state’s economy, to protect public health and natural systems, and to enhance the quality of life for all citizens.
Multi-Department Collaboration
The Comprehensive State-wide Water Management Plan provides for the creation and execution of a Memorandum of Agreement (MOA) between each regional water planning council, the Georgia Environmental Protection Division (EPD) and the Georgia Department of Community Affairs (DCA). The purpose of the MOA and accompanying Operating Procedures is to establish proceedings relative to the development of regional Water Development and Conservation Plans.

The purpose of Section 391-3-32-.01 is to provide minimum uniform statewide regulations for the preparation of Regional Water Development and Conservation Plans.
